Consul Democracy

Consul Democracy is a widely-used open-source citizen participation platform originally developed by the City of Madrid (Decide Madrid) and now stewarded by the Consul Democracy Foundation. It provides public administrations and civic organisations with tools for citizen debates, direct proposal submissions, voting, participatory budgeting, and collaborative legislative drafting.

Used by over 130 institutions across 35 countries, Consul includes cryptographic voting integrity checks, geographical zoning for neighbourhood-level initiatives, and a customizable administrative backend for municipal officers to manage citizen inputs transparently.
