Decidim

Decidim (“We decide” in Catalan) is a free and open-source participatory democracy framework originally built by the City of Barcelona. It enables cities, regional governments, citizen movements, and civil society organisations to run transparent democratic processes including participatory budgeting, citizen proposals, public debates, collaborative policymaking, and electoral consultations.

The platform provides a modular architecture with secure identity verification, deliberation spaces, and accountability mechanisms that track whether approved citizen proposals are implemented. Decidim is maintained by an international open-source community and is deployed by hundreds of municipalities and civic organisations worldwide.
